I've got an Emu 1212 in my machine, seems like a good combination of features and price. It's got really good DSP effects and shit that run straight off the card, so no latency there. Midi soft synth latency is OK, good enough to play midi keyboard without it being annoying, but it's not instant, and varies depending how processor hungry the synth is. To be honest I don't really know what the key factor here is - the sound card or the main PC CPU...? Yeah, I'm not exactly an expert, my last machine before this one was a Pentium 133, so even being able to record to the hard disc is relatively new to me (: Whatever, I'd recommend the Emu, if just because it does the job, and comes with good software (albeit in "lite" editions) - SONAR, Cubase, Wavelab, Ableton, Proteus X, some good plug in effects, etc.
